Is that so, KSAC?

THE EDITOR, Madame:

I notice where the Kingston and St. Andrew Corporation (KSAC) has cleared the commercial districts of downtown Kingston of street vendors who peddle their wares in these areas and they also now say that all vendors must be licensed to sell in designated areas of the city.

It is also being heralded that anyone caught vending without a licence will be charged a fine or sent to prison.

What I would like to know is, what law gives the Kingston and St. Andrew Corporation (KSAC) any rights to form laws to send any Jamaican citizen to prison?
