Handcart registration to resumes Monday

Registration of handcart operators will resume on Monday, in the St William Grant Park, downtown Kingston, said mayor of Kingston, Angela Brown Burke.

The Mayor said this will allow operators who have not yet come on board, the opportunity to regularise.

She added that the registration will also include sky-juice vendors, who were not a part of phase one.

Senator Brown Burke made the announcement while addressing the monthly meeting of the Kingston and St Andrew Corporation (KSAC), at its Church Street chambers, downtown Kingston, on Tuesday.

"This is not about the collection of fees, because the fees we are collecting cannot cover what we are doing. This is about ensuring that these individuals are doing what they are doing legally and ,therefore, without any fear of their carts being confiscated or anybody taking advantage of them," she said.

Brown Burke said more than 600 handcart operators were registered by the KSAC, when the period of registration ended in November 2013.

"Notwithstanding that, we recognise that there are others who need to be registered. We have noted that there are several handcarts operating as 'markets on wheels', and we want to remind persons that this is illegal. We have discussed these issues with the police and they have assured us that they will be stepping up the enforcement," she said.

The decision to register handcarts followed months of discussion among the KSAC, police, handcart owners and operators.

This move became necessary due to the challenges being faced in the market district, stemming from the rapid growth of the hundreds of handcarts operating in the area and negatively impacting pedestrian and vehicular traffic, often without regard for the safety of pedestrians and against traffic regulations.

Each handcart operator has to pay a registration fee of $3,000 per year to operate in the Corporate Area.
