JCF officer charge with using excessive force on man in 2020

Constable Kemar Devonish of the Jamaica Constabulary Force was charged today when he appeared in the Kingston and St Andrew Parish Court Criminal Division for an incident along Wildman Street, Kingston on July 15, 2020 .

Allegation are that Devonish and another officer used excessive force against the complainant.

In a release from the Independent Commission of Investigations (INDECOM), "the Office of the Director of Public Prosecutions ruled that Constable Devonish should be charged with assault occasioning actual bodily harm, making a false declaration contrary to section 33(a) of the Independent Commission of Investigations Act."

Devonish's next court date is July 29.

INDECOM says that "the availability of CCTV footage was critical in the fact finding process, and in relation to uncovering the breach of the Independent Commission of Investigations Act".
